How Doctors To You collects, uses, and protects your personal information and your personal health information.

Your health information belongs to you. We handle it under Manitoba’s Personal Health Information Act.

Doctors To You is a trustee of personal health information under The Personal Health Information Act of Manitoba. This policy explains what we collect, why we collect it, who we share it with, how we protect it, and the rights you have over it.

Who we are

Doctors To You provides doctor home visits and virtual visits to patients in Manitoba. Our office is at 354 Selkirk Avenue, Winnipeg, MB R2W 2M2, and you can reach us on 204-586-6655. The service is managed by 432 Health Group.

This policy covers two kinds of information. Personal information means details that identify you, such as your name, address, and phone number. Personal health information means anything recorded about your health, your health care, or your Manitoba Health registration.

Personal health information in Manitoba is governed by The Personal Health Information Act, known as PHIA. Organisations that hold it, including medical practices, are called trustees, and PHIA sets out what a trustee may and may not do. Personal information we handle in the course of commercial activity is also subject to the federal Personal Information Protection and Electronic Documents Act, known as PIPEDA. Our physicians are separately bound by the professional obligations of the College of Physicians and Surgeons of Manitoba.

What we collect

We collect only what we need, and what we collect depends on how you interact with us.

When you contact us or request a visit

  • Your name, phone number, email address, and the address where you would like to be seen.
  • A short description of what you need, in your own words.
  • Your Manitoba Health registration number, so we can confirm your coverage.
  • If someone is arranging the visit for you, their name and their relationship to you.

When you receive care

  • Clinical information recorded by the physician during your visit, which forms part of your medical record.
  • Your relevant medical history, current medications, and allergies.
  • Prescriptions, laboratory and imaging requisitions, and referrals arising from the visit.
  • Notes of any follow-up contact about your care.

When you use this website

  • Standard technical information your browser sends, such as your IP address, browser type, device type, and the pages you visited.
  • Information you enter into a form on the site, which we use only to respond to you.

We do not use the website to build a profile of you, and we do not run advertising trackers on it.

Please do not send detailed health information through a website form or by email. Those channels are convenient but they are not secure. Give us a phone number instead, and we will call you.

Why we collect it

We use your information for a limited set of purposes, and we do not use it for anything else without asking you first:

  • To provide, coordinate, and follow up on your medical care.
  • To confirm your eligibility and to bill Manitoba Health for insured services.
  • To contact you about your appointment, including confirmations, reminders, and changes.
  • To maintain an accurate medical record, as our physicians are professionally required to do.
  • To meet our legal, professional, and regulatory obligations as a health service in Manitoba.
  • To operate and improve our service, using information that does not identify you wherever that is possible.

We do not sell your personal information or your personal health information. We do not disclose it to advertisers, data brokers, or marketing companies. We do not use your health information to target advertising to you.

In most cases we rely on your consent to collect, use, and disclose your information. When you book a visit, you are consenting to us using your information to provide that care and to bill Manitoba Health for it.

You can withdraw your consent at any time by contacting us, subject to the legal and professional record-keeping obligations described under “How long we keep it” below. Withdrawing consent may mean we can no longer provide you with care.

Some collections, uses, and disclosures do not require your consent because PHIA or another law requires or permits them. Examples include reporting obligations that apply to physicians in Manitoba, and disclosures compelled by a court order.

If someone books a visit on your behalf, such as a family member or caregiver, the physician will confirm your agreement to the visit and to sharing information with that person. Arranging an appointment for you does not give anyone a right to your health information.

Who we share it with

We share your information only where it is necessary to provide your care, where you have asked us to, or where the law requires it. That can include:

  • Manitoba Health, to confirm your coverage and to bill for insured services.
  • Your pharmacy, when a prescription is sent electronically on your behalf.
  • Laboratories and imaging providers, when a requisition is issued.
  • Specialists and other clinicians, when you are referred onward or when your care is shared.
  • Your family physician, where you have asked us to keep them informed.
  • Service providers who operate systems on our behalf, including our online booking and patient appointment platform, our appointment communication and record systems, and our website host.
  • Regulators, courts, and public authorities, where a law, a court order, or a professional obligation requires disclosure.

Online booking and appointment management are provided through Cortico. Where a service provider handles information on our behalf, we require them by agreement to protect it, to use it only for the purposes we specify, and to return or destroy it when the agreement ends.

Where information is stored or processed outside Manitoba, it remains subject to our agreements with those providers, and it may also be subject to the laws of the jurisdiction where it is held. If you would like to know more about a particular provider before you use it, contact us and we will tell you what we can.

Website, forms, and booking

The forms on this website exist to start a conversation, not to collect a medical history. They are deliberately short, and we ask you to keep clinical detail out of them. When you submit one, we receive what you entered and use it only to respond to you and to arrange care.

Our website uses only the cookies and technical data needed to serve pages and keep the site secure. We do not use advertising or profiling cookies on this site.

When you follow a booking or “manage appointment” link, you leave this website and continue on Cortico’s own platform, which has its own privacy terms. We recommend reading them if you have questions about how that platform handles your information.

This site may link to other organisations, such as Manitoba Health or a mapping service. We are not responsible for the privacy practices of sites we do not operate.

How we protect it

We use administrative, physical, and technical safeguards appropriate to the sensitivity of the information we hold:

  • Access controls, so that staff and physicians can only see the information they need in order to do their work.
  • Encryption of information in transit, and of records held on portable devices.
  • Written agreements with the service providers who handle information on our behalf.
  • Training on privacy obligations for everyone who handles personal health information.
  • Secure destruction of records that have reached the end of their retention period.

If something goes wrong

PHIA requires trustees to notify affected individuals of a privacy breach where the breach could reasonably be expected to create a real risk of significant harm. Where that threshold is met, we will notify you as soon as practicable after we become aware of the breach, and we will also report it to the Manitoba Ombudsman.

A notification will tell you what happened, when, what information was involved, what we are doing about it, what you can do to protect yourself, and who to contact with questions.

How long we keep it

Medical records are retained for the period set by the College of Physicians and Surgeons of Manitoba: at least ten years from the date of the last entry in the record. Where the patient was a minor, the record is kept for at least ten years from the date the patient reached, or would have reached, eighteen years of age.

Information that is not part of a medical record, such as a website enquiry that does not lead to an appointment, is kept only as long as it is needed for the purpose it was collected for, and is then securely destroyed.

Your rights

Under PHIA and PIPEDA you have the right to:

  • Know what personal information and personal health information we hold about you, and why.
  • Access your records, examine them, and receive a copy, subject to the limited exceptions the law allows.
  • Correct information you believe is inaccurate or incomplete. Where we do not make a correction, you may file a statement of disagreement, which we will add to your record.
  • Authorise another person to access your information on your behalf.
  • Withdraw consent to certain uses, subject to our legal and professional obligations.
  • Complain if you believe your privacy has not been respected.

We respond to access requests within the time PHIA sets: within 24 hours where you are a hospital in-patient currently receiving care, within 72 hours where you are receiving current care and are not hospitalised, and within 30 days in every other case. We respond to correction requests as soon as possible, and in any case within 30 days.

There is no charge to look at your own record. Where you ask for copies, a reasonable fee may apply, and we will tell you the amount before we proceed.

If you are not satisfied with our response, you can contact the Manitoba Ombudsman, which oversees PHIA, or the Office of the Privacy Commissioner of Canada, which oversees PIPEDA. You do not need to raise it with us first, though we would like the chance to put it right.

Children and substitute decision makers

A young person who is capable of understanding a decision may exercise these rights themselves. Where a patient is not capable of making their own decisions, the rights in this policy may be exercised by their substitute decision maker, or by a person holding a power of attorney for personal care or the equivalent authority. We may ask to see that documentation.

Please do not include detailed health information in an email or a web form. Tell us how to reach you and we will call.

Changes to this policy

We review this policy periodically and update it when our practices change or when the law does. The date at the top of this page shows when it was last revised. Where a change materially affects how we handle your information, we will make that clear on this page.
